What the Manila fare covers
The figure you accept is the whole fare for that trip. It includes the route the chauffeur needs, including tolled expressways such as the NAIA Expressway, the Skyway or NLEX when the trip uses them, plus airport access costs for the pickup. It also includes waiting: 60 minutes from actual landing on international arrivals, 30 minutes on domestic flights and 15 minutes on hotel, office and residential pickups, then 15-minute blocks after that. NAIA terminals and where pickup happens
Ninoy Aquino International Airport, NAIA, has four passenger terminals spread around the runways, and the right one matters because a transfer between them by road can take 20 to 40 minutes. Since September 2024 the airport has been run by New NAIA Infra Corp. under a concession, and it reorganised airline assignments in early 2026:
- Terminal 1 handles international flights, with low-cost carriers such as AirAsia Philippines' international services moving here in 2026.
- Terminal 3, the largest building, handles international full-service carriers, including several airlines moved over from Terminal 1 in March and April 2026.
- Terminal 2 and Terminal 4 are for domestic flights.
Airlines keep moving, so check your terminal with the airline the day before; we do the same when we time the chauffeur. Curbside pickup at the terminal's designated pickup area for pre-arranged cars is standard on every booking. Arriving in the Philippines

The NAIA Expressway links the terminals to the Skyway and to Entertainment City, and it is the reason Terminal 3 to a Pasay hotel is often quicker than people expect. The worst hours are weekday mornings from about 7 to 10 and evenings from about 5 to 8, and a Friday payday evening can double the numbers above.
Number coding in Metro Manila, and Makati's stricter version
Metro Manila restricts private cars on weekdays by the last digit of the plate under the MMDA's number coding scheme: plates ending 1 or 2 stay off the road on Monday, 3 or 4 on Tuesday, 5 or 6 on Wednesday, 7 or 8 on Thursday, and 9 or 0 on Friday. On most MMDA roads the ban applies from 7 to 10 am and 5 to 8 pm, with window hours in between. Makati runs its own stricter version, enforced from 7 am to 7 pm with no window hours.
For a passenger this is mostly invisible: it is the operator's job to put a car on the road that is allowed to be there at your pickup time. It matters if you planned to drive a rental yourself, and it explains why a hotel may suggest leaving earlier for an afternoon meeting in Makati. Makati, BGC and the rest of the business map
Manila's corporate life is spread across several centres rather than one downtown:
- Makati CBD: Ayala Avenue, Paseo de Roxas and the Ayala Triangle, with banks, law firms, embassies and the Greenbelt and Glorietta malls.
- Bonifacio Global City (BGC) in Taguig: newer headquarters, High Street, international schools and a large share of the city's shared-service offices.
- Ortigas Center in Pasig: a second financial district, with many corporate and BPO offices.
- Pasay and Entertainment City: the Mall of Asia complex, the SMX Convention Center, the Mall of Asia Arena and the integrated casino resorts along the bay.
- Manila City: Intramuros, Ermita and Malate along Manila Bay, plus Binondo, the old Chinese district.
- Alabang to the south and Eastwood and Cubao in Quezon City to the north.
Makati to BGC is only about 3 to 5 km, yet it can take 15 to 40 minutes. A team shuttling between the two all day is usually better served by one car on an hourly booking than by several separate rides. When is Manila busiest?
- January: the Feast of the Black Nazarene (9 January) closes streets in Quiapo; Chinese New Year in Binondo falls in January or February.
- March to May: the hot, dry season; Holy Week empties the city as residents travel to the provinces, then the return traffic is heavy.
- June to October: the southwest monsoon and typhoon season. Flooding can close low roads around Manila Bay at short notice, and dispatch reroutes when it does.
- September to December: the famously long Filipino Christmas season, with mall traffic building from September and peak congestion in December.

Driving realities in Metro Manila
Cars drive on the right. EDSA, the main ring road, carries a dedicated bus lane and is slow for most of the day. Expressway tolls are collected electronically through RFID stickers, and the Skyway lets a car skip much of the surface traffic between the south and north. Motorcycles filter between lanes and jeepneys stop wherever passengers wave, so chauffeurs drive defensively rather than quickly. Heavy rain is the other constant: a 15-minute downpour can flood underpasses, so allow a buffer for flights between June and October.
