Tivat is the closest and mainly seasonal, with most flights from spring to autumn. Podgorica, the capital's airport, runs all year. Dubrovnik is popular for its wider choice of flights but adds a border crossing. Both Montenegrin airports are run by Airports of Montenegro.
Pickup at Tivat and Podgorica
At both airports, standard pickup is at the designated pre-arranged pickup area outside arrivals; the chauffeur messages the exact spot and vehicle after you land. A name-board meet and greet inside the Tivat or Podgorica arrivals hall is an add-on, and add-ons are only available in selected locations. Flights are tracked, with 60 minutes of included waiting on international arrivals, 30 minutes on domestic flights, and 15 minutes on other pickups, then 15-minute blocks. The cruise pier in front of the Old Town
Cruise ships sail the length of the Bay of Kotor, through the Verige strait, and either berth at the pier directly in front of the Old Town walls or anchor in the bay and tender passengers to the landing stage beside it. On peak days several ships call at once. The chauffeur meets you at the agreed point by the pier gate area and runs the day around the all-aboard time: Perast and Our Lady of the Rocks, the Lovćen serpentine road to Njeguši, Budva and Sveti Stefan, or a transfer to Tivat or Dubrovnik on turnaround day. Kotor Old Town and the bay villages
The walled Old Town, part of a UNESCO World Heritage Site covering the natural and culturo-historical region of Kotor, is pedestrian inside the gates, so drop-offs happen at the Sea Gate side or the nearest permitted stop on the waterfront road. Around the bay:
- Dobrota and Prčanj: stone captains' houses turned villas along the shore road.
- Perast: a small baroque town 12 km from Kotor, with boats to the island churches.
- Tivat and Porto Montenegro: the superyacht marina, the Regent hotel and waterfront apartments.
- Luštica Bay: a newer resort development on the peninsula beyond Tivat.
- Herceg Novi and Portonovi: at the bay's mouth, reached by road or via the Kamenari to Lepetani car ferry across the Verige strait.

The bay road is narrow and two-lane. Summer traffic around Budva and the Kotor tunnel approach slows sharply between 10:00 and 13:00 and again in the early evening.
Montenegro is outside the EU: borders and EES
Montenegro uses the euro but is not in the EU or the Schengen area, so it does not operate the EU Entry/Exit System on its own borders. The crossing into Croatia at Debeli Brijeg (Montenegro) and Karasovići (Croatia) is an external Schengen border. Coming from Montenegro into Croatia, non-EU travellers are registered in EES, which has been fully running since 10 April 2026, with fingerprints and a facial image taken on the first entry. In July and August the queue at this crossing can reach two hours or more. ETIAS, the future EU travel authorisation, is not yet operating and has no confirmed launch date as of September 2026; see the EU travel site. Many nationalities can visit Montenegro visa-free for short stays, but check Montenegrin rules for your passport before travel.
Planning the Dubrovnik transfer
The run to Dubrovnik is the most booked trip after airport pickups. Leave early in peak season, have passports ready, and allow for queues on the return. Choosing a vehicle for the bay
An executive SUV is the common choice for Kotor: the roads are narrow, some villa drives are steep, and luggage for a week at a villa adds up. A Standard Sedan suits a couple going to Tivat. Porto Montenegro and superyacht moves
Porto Montenegro in Tivat is one of the largest superyacht marinas in the Mediterranean region, and the bay is a popular winter base for crews. Guest arrivals, crew changes and provisioning runs are coordinated with the captain or agent, and cars meet the right pontoon rather than the marina entrance. Driving in Montenegro
Traffic drives on the right, and dipped headlights must be on at all times. The Lovćen road has 25 hairpin bends above Kotor and needs an experienced driver. There are no motorways on the coast, and the tunnel under Vrmac between Kotor and Tivat is the fastest link to the airport.
